The applicant was afforded an Administrative Separation Board to determine the Character of Service to be issued. The applicant was issued Under Honorable Conditions in Block 24 of the DD-214 which is equitable and consistent with individuals punished by Summary Courts-Martial for serious military offenses. The applicant violated several hunting and gaming laws OUTCONUS after being specifically ordered by the chain of command not to fish or hunt from Coast Guard vessels. The applicant not only committed these infractions, but led subordinates to support the efforts and then conceal that the illegal actions took place. The Board does note the good performance before and after the incidents, however the seriousness of the offenses along with the applicant's position power at the time does not merit any upgrade to the Discharge issued. The Board finds no issues with propriety or equity in this case. Propriety: Discharge was proper. Equity: Discharge was equitable.
