The applicant was arrested by local police and found to be in possession of Cocaine. Thereafter, a positive urinalysis for the same drug was confirmed. The applicant was notified of the intent to discharge, and the applicant was advised of the right to an attorney. The applicant did make a statement at that time. The Board does note the administrative error made by the Servicing Personnel Office on the Character of service in Block 24 of the DD-214, he was erroneously issued a Bad Conduct discharge. The Boards endorses that the Character of Service be amended to Under Honorable Conditions as authorized by: Personnel Service Center, Enlisted Personnel Management. Coast Guard policy prescribes no higher than a General Discharge, Under Honorable Conditions character of service for individuals separated as a result of violating the Coast Guard's drug policy. The Coast Guard has zero tolerance for drug abuse. The General, Under Honorable Conditions discharge is equitable. Propriety: Discharge was proper. Equity: Discharge was NOT equitable.
