EXECUTIVE SUMMARY:
The applicant was discharged for Misconduct due to Commission of a Serious Offense in 2013. A Coast 
Guard Investigative Service Report of Investigation concluded that the applicant waived a gun and used lewd 
language while at a college campus in front of several witnesses. This report also showed false official 
statements made by the applicant on their whereabouts during the investigation period.
The Board indicates that the applicant was not formally charged for separate actions of purchasing copious 
amounts of alcohol and tobacco totaling approximately 8K to sell or provide to college students under the 
legal drinking age.
The Board finds no issues with propriety or equity in this case.
The applicant was notified of the intent to discharge, and the applicant was advised of the right to an attorney. 
The applicant made a statement and objected to the discharge.
