B'.1 5; SPD code to JND. Narrative Reason to: Separation for Miscellaneous/General Reasons ADMIN CORRECTIONS None EXECUTIVE SUMMARY: The applicant was discharged for Alcohol Rehabilitation Failure in the summer of 2007. In the same year, the applicant was documented for two alcohol incidents that occurred within a 60 day window. Due to the close proximity of incidents, the substance abuse treatment commenced thereafter. The applicant successfully completed the treatment program, and was then recommended for discharge. The second chance waiver for retention in the service was denied. The applicant made no objection to the Discharge. On the equity standard, the board referred to post-policy released in ALCOAST 125/10 to make a recommendation on the Narrative Reason (NR) for the applicant's separation. The Board notes most or all separations occurring after said ALCOAST to the present, only issue a JPD (SPD) code when the member is unable to complete outpatient treatment, or by objecting or refusing treatment altogether. Therefore, the Board recommends that the NR be amended to: Separation for Miscellaneous/General Reasons with a Separation Type of: (Unsuitability) Alcohol Abuse. The recommended SPD code is JND. Propriety: Discharge was proper. Equity: Discharge is NOT equitable due to post-policy. Final Adjudication by Assistant Commandant for Human Resources: Concur with Board.
