The Discharge was predicated upon the applicant using and selling illegal narcotics. Within USCG Investigative reports, it was further determined that the applicant had contacts in specific areas where drugs were purchased. These locations were known as drug distribution areas just a few miles from the Coast Guard base. The areas were declared off limits for all USCG personnel. The applicant was in violation of all standing orders and the specific order for the unit location. Prior to the Court-Martial charges stated above, the applicant had received three NJP's spanning from the Fall of 2002-Spring 2005. The Board finds no issues with propriety or equity in this case.
