Active service completed: 9 days Applicant’s Issues and Documentation Documentation: In addition to the service record, the following additional documentation, submitted by the applicant, was considered: A. DD Form 293 B. Supporting Documentation Issues: The applicant states “I would like to apply to police departments that require an ‘Honorable’ discharge.” Board’s Discussion and Conclusion DISCUSSION: The applicant was discharged for Entry Level Performance And Conduct after 9 days at Recruit Training in the summer of 2013. The applicant signed and administrative remarks entry for refusal to train on July 3rd, 2013. The Board finds no issues with propriety or equity in this case. The applicant has not provided any new supporting documentation. An uncharacterized character of service is not derogatory in nature and is the prescribed character for individuals who were separated while at initial accession training and there was no associated conduct to warrant a less desirable character of service. Discharges while at Recruit Training occur within the first 180 days of service do not meet the criteria for a Characterized Discharge. An RE3 reentry code is not an affirmative recommendation for reenlistment; rather, it represents that the applicant is not recommended for reenlistment due to a disqualifying factor. The RE3 code may be waived based upon the policies and needs of the gaining Service. RECOMMENDATION: The Board members thoroughly reviewed the applicant’s record of service and all available documentation. The Board deemed that the applicant’s character of service, reason for separation, and reenlistment code are appropriate and should not be changed. The applicant has not substantiated any error or inequity. Propriety: Discharge was proper. Equity: Discharge was equitable. Board Conclusion: The Board voted 5-0 to recommend no relief.
