The Board notes that the applicant had previous reserve service, and active Army service. The 13 days of USCG service deemed Uncharacterized does not supersede the character of service issued as Honorable with the National Guard or US Army. Citing from the Legacy Personnel Manual, M1000.6A, Article 12.B.20.a.2: “An uncharacterized discharge is used for most recruit separations, except for disability, prior service members entering recruit training, or in cases when another type of discharge may be appropriate as described in Article 12.B.16. for recruits with serious infractions”. Therefore, the Board recommends that the character of service is administratively changed and restored to Honorable. While at training with the USCG, there was no associated conduct to warrant a less desirable character of service. All other items will remain as issued. RECOMMENDATION: The Board members thoroughly reviewed the applicant’s record of service and all available documentation. In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substantial credible evidence (to include evidence submitted by the Applicant) to rebut the presumption.
