The applicant’s command properly conducted a reenlistment interview to indicate a non- recommendation for reenlistment due to inadequate performance and failure to meet expectations during the applicant’s prior probation period. The Board also notes that the applicant was unable to complete training previously after 38 days of service. The applicant was given another opportunity to reenter the USCG and successfully completed training. In the 4 years of service thereafter, the applicant’s last 5 performance evaluations were NOT recommended for advancement. The Board finds no issues with propriety or equity in this case. The applicant did receive an Honorable discharge and a RE-3 reentry code. An RE3 reentry code is not an affirmative recommendation for reenlistment, rather it represents that the applicant is not recommended for reenlistment due to a disqualifying factor. The RE3 code may be waived based upon the policies and needs of the gaining Service. RECOMMENDATION: The Board members thoroughly reviewed the applicant’s record of service and all available documentation. The Board deemed that the applicant’s character of service, reason for separation and reenlistment code are appropriate and should not be changed.
