The applicant was granted the release from the Coast Guard with the most favorable discharge. Currently, the applicant is seeking what appears to be a downgrade. The Board scope can’t recommend a demotion of the discharge previously issued. The Board finds no issues with propriety or equity in this case. Additionally, the Board does not have the authority to make advisory opinions for medical determinations with respect to the Narrative Reason for separation. Based on the current documentation provided by the applicant, the applicant can seek further redress with the Board of Correction for Military Records to request relief on these issues. RECOMMENDATION: The Board members thoroughly reviewed the applicant’s record of service and all available documentation. The Board deemed that the applicant’s character of service, reason for separation and reenlistment code are appropriate and should not be changed. The applicant has not substantiated any error or inequity. 2 In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substantial credible evidence (to include evidence submitted by the Applicant) to rebut the presumption.
