EXECUTIVE SUMMARY:

The applicant was discharged on December 15, 2014, with a discharge due to Misconduct specifically due to 
Involvement with Drugs in late 2014.

The applicant had a positive urinalysis result and admitted to using illegal drugs. The Board finds no issues 
with propriety or equity in this case.

However, the Board cites that an Under Other Than Honorable discharge was issued. The applicant's separation 
summary reads as General for the character of service as directed by the USCG Personnel Service Center.

Therefore, the Board recommends an administrative correction to Under Honorable Conditions.

Coast Guard policy prescribes no higher than a General, Under Honorable Conditions character of service for 
individuals separated as a result of violating the Coast Guard's drug policy. The Coast Guard has zero 
tolerance for drug abuse. The General, Under Honorable Conditions discharge is equitable.

Propriety:	Discharge was proper.
Equity:	Discharge was NOT equitable.
Final Adjudication By Assistant Commandant for Human Resources: Concur with Board. The 
Applicant's character of service issued in Block 24 of the DD-214 should be made to Under Honorable 
Conditions as directed by the USCG Personnel Service Center. Aside from this change, no relief.
