The basis for her Character of Service derives from an Article 15 in which the Applicant received in June 2014 for being involved in a drug incident. The Applicant was placed on report for allegedly substituting her submitted urinalysis sample. In February 2014, her Command received the results from Tripler Army Medical Center stating the specimen had been identified as a discrepancy (in that the specimen appeared to be adulterated). The Board finds no issues with propriety or equity in this case. The Applicant was notified of the intent to discharge, and the applicant was advised of her rights to an attorney.
