In referencing his “Recommendation For Discharge” memo from CGC ASPEN dated 11 Apr 2008 and his Personnel Data Record (PDR), the Applicant received a drug incident, which he admitted to using illegal drugs, three alcohol incidents (received third incident while awaiting discharge notification), was awarded an Article 15 twice and had several additional incidents which required discipline by his Command. The Board has no issues with the propriety standard on this case. However, the Board does note that he received a General Discharge on his DD Form 214. The board recommends a partial upgrade to an Under Honorable Conditions Character of Service. Coast Guard policy prescribes no higher than a General, Under Honorable Conditions character of service for individuals separated as a result of violating the Coast Guard’s drug policy. The Coast Guard has zero tolerance for drug abuse. The General, Under Honorable Conditions discharge is equitable. The Applicant was notified of the intent to discharge, and the Applicant was advised of his rights to an attorney, made a statement on his behalf and did not object to discharge. Propriety: Discharge was proper. Equity: Discharge was equitable. Board Conclusion: The Board voted 5-0 to recommend no relief. The Board does recommend an administrative correction to Under Honorable Conditions per ALCOAST 562/08.
