EXECUTIVE SUMMARY:

The Applicant was discharged in June 2009 for Pattern of Misconduct.

He displayed a Pattern of Misconduct through multiple and repeated violations of Articles of the Uniform Code 
of Military Justice within a two-year period. In May 2005, the Applicant received NJP because he viewed 
sexually explicit websites when he should have listened/monitored to the communications equipment. His
actions did not adhere to the Coast Guard’s core values and constantly failed to meet the expectations of a 
Coast Guardsman.

The Board finds no issues with propriety or equity in this case.

The Applicant was notified of the intent to discharge, and was advised of the right to an attorney. He did submit 
a statement on his behalf and did object to the discharge.

Propriety:	Discharge was proper.
Equity:	Discharge was equitable.
Board Conclusion:	The Board voted 5-0 to recommend no relief.
