UNITED STATES COAST GUARD DISCHARGE REVIEW BOARD Docket #: 2016-054 Discharge Issued Character: General Narrative Reason: Condition, Not a Disability SPD/RE Code: JFV / RE4 Authority of Discharge: COMDTINST M1000.4, 1-B-12 Date of Separation: 7/1/2015 DRB Decision Character: Under Honorable Conditions (General) Narrative Reason: No Change SPD/RE Code: No Change / No Change New Authority: No Change Discharge Review Board Discussion and Decision: DISCUSSION: The Applicant was discharged for Condition, Not a Disability. The Applicant’s Character of Service is General and the Narrative Reason for Separation is Condition, not a Disability. The Applicant received their first alcohol incident, when their abuse of alcohol was a causative factor for unacceptable behavior while deployed as part of the Mobile Training Team. The applicant self-referred and successfully completed the Substance Abuse Rehabilitation Program. The applicant was later arrested by the local police for domestic violence where again alcohol was a causative factor. The Board has no issues with the propriety standard on this case. However, the Board does note that he received a General Discharge. Per previous policy issued in ALCOAST 562/08, a General discharge is no longer considered an official Character of Service. Therefore, the board recommends a partial upgrade to an Under Honorable Conditions Character of Service. The applicant was notified of the intent to discharge, and the applicant was advised of the right to an attorney. The applicant made statement on his behalf and did not object to the discharge. RECOMMENDATION: The Board members thoroughly reviewed the applicant’s record of service and all available documentation. The Board deemed that the applicant’s character of service and reason for separation are appropriate and should not be changed. The applicant has not substantiated any error or inequity. 2 In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substantial credible evidence (to include evidence submitted by the Applicant) to rebut the presumption.
