The Applicant’s Character of Service is Honorable and the Narrative Reason for Separation is Unacceptable Conduct. The Applicant appeared in person. After a brief introduction, the Board President stated the roles and responsibilities of the Coast Guard Discharge Review Board (DRB). He was sworn-in and gave a verbal statement. In his statement he described his time in the Coast Guard and the difficulty he faced serving under the Don’t Ask Don’t Tell policy. He related to the Board why he was applying to the DRB and his reasons for requesting an upgrade to his DD Form 214, specifically the Reentry Code and Narrative Reason sections. After a brief discussion and answering a few questions, he was dismissed. The Applicant did not make a statement on his behalf when he received notification of intent to discharge and he did not object to being discharged. The Board finds no issues with propriety or equity in this case. The Applicant was diagnosed with an Adjustment Disorder with Anxiety and was recommended for an Administrative Discharge from the Coast Guard. The Board closely reviewed ALCOAST 252/09 which commenced the use of Adjustment Disorder as an official narrative reason (NR) for discharge. The applicant had no adverse behavior or other disqualifying factors. Hence, the Adjustment Disorder best describes individuals that are unable to function effectively in a military environment. Propriety: Discharge was proper. Equity: Discharge was equitable. Board Conclusion: The Board voted 5-0 to recommend the following partial relief based on post-policy issued in ALCOAST 252/09: SPD Code: JFY Reentry Code: RE3-G Narrative Reason for Separation: Adjustment Disorder
