The Applicant’s Character of Service is Honorable. The applicant telephonically appeared before the Board. After a brief introduction, the Board President stated the roles and responsibilities of the Coast Guard Discharge Review Board (DRB). The applicant was sworn-in. During the discussion, the Board President asked the applicant if they objected to the discharge or had new evidence to present to the Board and her reply was no. The applicant did discuss with the Board their personal life while they were in the Coast Guard and the impact it had on them. The basis of the applicant’s separation was due to receiving multiple alcohol incidents. The Board finds no issues with propriety or equity in this case. The Applicant was notified of the intent to discharge. The applicant waived their right to submit a statement, and did not object to the discharge. RECOMMENDATION: The Board members thoroughly reviewed the applicant’s record of service and all available documentation. The Board deemed that the applicant’s reason for separation and reenlistment code are appropriate and should not be changed. The applicant has not substantiated any error or inequity. 2 In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substantial credible evidence (to include evidence submitted by the Applicant) to rebut the presumption.
