The Applicant is requesting to change the Separation Code (SPD) and Narrative Reason for Separation (NR) blocks on his DD Form 214. His current SPD reads “RBD”, which carries an explanation of voluntary retirement The Board members discussed the promotion process for Coast Guard Officers. His Separation Authority shows he was retired under 10 U. S. Code 1293, which applies to permanent regular commissioned warrant officers with twenty or more years of active service who voluntarily retire. The Board finds no issues with propriety in this case. However, they do have an issue with the equity standard of review. At the time of retirement, he was a temporary regular officer and held a permanent chief warrant officer status. He is petitioning the Board to correct his SPD to “SBC” and the NR to “Maximum Service or Time in Grade”. This applies if this is a mandatory retirement required by law when member has attained time in service or time in grade. After reviewing the Applicant’s service record in its entirety and not receiving any new evidence from him suggesting that he did not elect to retire at his own request, the Board recommends changing the SPD to “RBC” with a Narrative Reason for Separation of “Maximum Service or Time in Service”. RECOMMENDATION: The Board members thoroughly reviewed the applicant’s record of service and all available documentation. Propriety: Discharge was proper. Equity: Discharge was not equitable.
