DRB DIGEST/EXECUTIVE SUMMARY DRB DOCKET 2016-076 NAME E2 CURRENT DD-214 Under Honorable Conditions, COMDINST Ml000.4, Art 1-B-29, JNC, RE4, Unacceptable Conduct RELIEF REQUESTED Honorable RELIEF GRANTED BYDRB No Relief ADMIN CORRECTIONS COMDTINST Ml000.4, Art. 1-B-15 TIS 11 months, 21 days Policy Implications None EXECUTIVE SUMMARY: The Applicant was discharged in November 2016 due to Unacceptable Conduct. The basis of the Applicant's separation was due to demonstrating unsatisfactory performance during the applicant's brief active duty military service in the Coast Guard. The Board reviewed the Applicant's service record in its entirety. Along with receiving Article 15 in June 2016 for insubordinate conduct towards their crewmembers, the Applicant was placed on performance probation and was given numerous negative administrative remarks, which displayed the Applicant's inability to conform to Coast Guard standards. The Board finds no issues with propriety or equity in this case. The Applicant was notified of the intent to discharge and advised of their rights to an attorney. The Applicant did submit a statement on their behalf and did object to the discharge. Upon review from CG-LGL, an Administrative change was noted. The correct Separation Authority should be, COMDTINST Ml000.4, Art. l-B-15 to properly align with CG PSC-EPM-1 guidelines. Propriety: Discharge was proper. Equity: Discharge was equitable. Final Adjudication by Assistant Commandant for Human Resources: Concur with the Board. No relief.
