The former member did submit to a blood sample test at a later time. Drugs were not found to be a factor in the driving impairment. IAW ALCOAST 146/14 if a member refuses a Blood Alcohol Test by a recognized authority then proceedings for Administrative Discharge will be initiated. The member has a stellar service record with multiple recommendations from their command to retain them. It was further stated that their dismissal was a huge loss to the Coast Guard. The vote from the Board was tallied at 4-1 to grant no relief on the RE Code which will remain an RE-4. RECOMMENDATION: The Board deemed that the applicant’s character of service is appropriate and should remain as issued on the Separation Authorization. The applicant has not substantiated an error or inequity. 2 In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substantial credible evidence (to include evidence submitted by the Applicant) to rebut the presumption.
