The applicant telephonically appeared before the Board. After a brief introduction, the Board President stated the roles and responsibilities of the Coast Guard Discharge Review Board (DRB). The Applicant was sworn-in by the recorder. During the discussion, the applicant stated that they served in the Coast Guard for almost 3 years and advanced to the rank of E-4 in a little over a year after enlisting. The Applicant briefly discussed how his diagnosis of Post-Traumatic Stress Disorder (PTSD) influenced their behavior (misconduct) that led to the Summary Court-Martial, where the Applicant was found guilty of violating the following Articles of the UCMJ: Article 86 (Absent Without Leave), Article 90 (Willfully Disobeying a Commissioned Officer), and Article 111 (False Official Statement). The Board asked The Applicant if they optioned for an Article 15 of the UCMJ (Non-Judicial Punishment) and they stated "no." Since leaving the Coast Guard, the Applicant discussed with the Board how much they have matured and that they have a family to support and take care of. The Board reviewed a memorandum dated 25 August 2017 from the Office of the Under Secretary of Defense for Personnel and Readiness with guidance to the DRB specific to members who were separated and have been diagnosed with PTSD. While the Applicant's condition did not manifest itself as a result of contingency operations, the Board determined that there is no evidence the member's diagnosed mental condition contributed to the issues which led to the separation. The Board finds no issues with propriety or equity in this case. Propriety: Discharge was proper. Equity: Discharge was equitable.
