DRB DIGEST/EXECUTIVE SUMMARY DRB DOCKET 2017-002 NAME E4 CURRENT DD-214 General Discharge, COMDINST M1000.6A, Art 12-B-18, JKK, RE4, Misconduct RELIEF REQUESTED Honorable RELIEF GRANTED BY DRB No Relief ADMIN CORRECTIONS Under Honorable Conditions TIS 1 year, 8 months, 6 days Policy Implications None EXECUTIVE SUMMARY: The applicant was discharged in the Spring in 2007 for Misconduct due to Involvement With Drugs. The basis of his separation arose when the applicant was involved in a drug incident when he procured, possessed, and used plant material he believed to be opium poppy in order to obtain a “high.” He presented no new evidence to refute the actions leading to the Discharge. The Board finds no issues with propriety or equity in this case. Coast Guard policy prescribes no higher than a General, Under Honorable Conditions character of service for individuals separated as a result of violating the Coast Guard’s drug policy. The Coast Guard has zero tolerance for drug abuse. The General, Under Honorable Conditions discharge is equitable. Additionally, the Board noticed that the applicant was issued a General Discharge in Block 24 of the DD-214 for character of service. Per ALCOAST 562/08, General is not a valid character of service. The Board recommends that this is administratively corrected to Under Honorable Conditions. The General discharge is correct, but is not a valid character of service entry for Block 24. Propriety: Discharge was proper. Equity: Discharge was equitable. Board Conclusion: The Board voted 5-0 to recommend no relief. The Board does recommend an administrative correction to Under Honorable Conditions per ALCOAST 562/08.
