EXECUTIVE SUMMARY: 
The Applicant was discharged in July of2013 after an incident involving drugs. The Board looked at the totality of the investigation and determined the Applicant did in fact purchase and use what they believed to be Marijuana. The resulting outcome of the drug test has little basis on the discharge as the Applicant's statement was used to corroborate a drug incident. 

The Board has no issues with the propriety standard on this case. 
Propriety: Discharge was proper. 
Equity: Discharge was equitable. 
Final Adjudication by Assistant Commandant for Human Resources: Concur with the Board. No relief.
