The Board reviewed the former member’s statement and all available documents from Direct Access and their EIPDR. The applicant did not provide new evidence to refute the type of discharge, specifically, the Character of Service issued. The discharge documentation was consistent with what is prescribed in the Military Separations Manual COMDTINST M1000.4. The Board finds no issues with propriety or equity in this case. RECOMMENDATION: The Board members thoroughly reviewed the applicant’s record of service and all available documentation. It was acknowledged by the Board that the discharge was carried out properly by the command. The former member was afforded the opportunity for a Court Martial and declined. The applicant has not substantiated any error or inequity. The Board finds no evidence to justify a change to Honorable as requested by the applicant. 2 In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substantial credible evidence (to include evidence submitted by the Applicant) to rebut the presumption.
