S. Coast Guard in December 2016 with a Character of Service of Honorable. The Board thoroughly reviewed the applicant's application, memorandum (and addendum), as well as all the attachments. The applicant's DD Form 214 reads as follow: Separation Code is RNC and the Narrative Reason For Separation (NR) reads Unacceptable Conduct. The basis of the applicant's NR derives from the event that took place October 2015, when The applicant was arrested and charged with aggravated battery upon pregnant female (domestic). The Board finds no issues with propriety and equity in this case. In accordance with the Military Separations Manual COMDTINST Ml000.4, The applicant requested retirement in lieu of Special Board Action. RECOMMENDATION: The Board members thoroughly reviewed the applicant's record of service and all available documentation. The Board deemed that the applicant's character of service, reason for separation and reenlistment code are appropriate and should not be changed. The applicant has not substantiated any error or inequity. 2 In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substantial credible evidence (to include evidence submitted by the Applicant) to rebut the presumption.
