The Board thoroughly reviewed all of the documentation including the applicant's statement. The PDR contains 3307s depicting a pattern of misconduct as well as (2) NJP Proceedings. A separation authorization was also found in Direct Access. The Board then acknowledged that the paperwork in the PDR and also the EERs depicted a pattern misconduct and the financial mismanagement that the applicant was discharged for. The separation authority listed on the DD-214 is COMDTINST Ml000.4, Art. l.B. The SPD handbook prescribes an RE Code of RE-4 for an SPD Code of JKA. IA W COMDTINST Ml000.6 12.B.18.b (2.a) a member that receives two or more non-judicial punishments within a 2-year period may be separated under misconduct. PROPRIETY: The Board finds no issues with propriety in this case. The applicant was properly discharged under policy in effect at the time of discharge. EQUITY: The Board finds no issues with equity in this case. The applicant was properly processed under the policy that was in effect at the time of the discharge. RECOMMENDATION: The Board deemed that the applicant's character of service, reason for separation and reenlistment code are appropriate and should not be changed.
