The Separation Authorization has inaccuracies in multiple fields citing what type of Character of Service would be awarded. The Board agreed that the propriety of the discharge was fair. The Board voted on two separate requests for relief from the member. The Board voted to grant relief on the Character of Service from Under Honorable Conditions to an Honorable Discharge which would be consistent of what was reflected on the memorandum and a portion of the Separation Authorization. The Board did not grant relief on the RE Code from an RE-4 to an RE-1. RECOMMENDATION: The Board deemed that the applicant's character of service is inappropriate and should be changed. The applicant has substantiated an error or inequity. Propriety: Discharge was proper. Equity: Discharge was inequitable. Board Conclusion: The Board recommends an administrative change to the Character of Service to reflect Honorable. The member is a Reservist and the corrected change will need to be reflected in a Direct Access transaction due to the member not receiving a DD-214 for their service. 2 In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substantial credible evidence (to include evidence submitted by the Applicant) to rebut the presumption.
