The applicant disclosed on security clearance documentation that they used marijuana while on active duty in the Coast Guard. The applicant argues that their career was outstanding and that the act of being honest on their security clearance docwnentation resulted in their discharge. The applicant was properly notified of the intent to discharge, was afforded the opportunity to consult with an attorney and made a statement on their behalf objecting to discharge. The Board reviewed the applicant's new statement that was submitted along with the previous A-School correspondence from the prior hearing. The Board does not have any issues with the propriety standard on this case. It is presumed based upon the applicant's statements that they disclosed the drug use due to the fact that they were going to be subject to a polygraph and security clearance processing. Coast Guard policy prescribes no higher than an Under Honorable Conditions (General) character of service for individuals separated as a result of violating the Coast Guard's drug policy. The Coast Guard has zero tolerance for drug abuse. RECOMMENDATION: The Board members thoroughly reviewed the applicant's record of service and all available documentation . The Board deemed that the applicant's reason for separation and reenlistment code are appropriate and should not be changed. The applicant has not substantiated any error or inequity. Propriety: Discharge was proper. Equity: Discharge was equitable. Board Conclusion: no relief. Administrative Correction: The Board does recommend an administrative correction to Block 24 of the DD-214 for character of service to be administratively corrected from Under Honorable Conditions to Under Honorable Conditions (General). IA W ALCOAST 562/08 the DD Form 214 is issued in accordance with the guidance and instructions contained in this instruction and DoDI 1336.01 and General is not a valid character of service. 2 In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substantial credible evidence (to include evidence submitted by the Applicant) to rebut the presumption.
