IAW COMDTINST Ml000.6A, 12.B.18.d Commanding officers shall process all cases in which they contemplate a discharge under other than honorable conditions for misconduct as Article 12.B.32 prescribes. In addition, they shall follow that Article's procedures if considering discharging any member with eight or more years of total active and inactive military service for misconduct, even if contemplating an honorable or general discharge. The SPD Handbook only prescribes an RE Code of RE-4 for GKA. Included in the case package are the Court-Martial Transcripts, Administrative Separation Board Findings and PDR Documentation. There was not a Separation Authorization in Direct Access. the applicant is requesting relief in the form of Block 24 to be changed from (General) Under Honorable Conditions to Honorable. RECOMMENDATION: The Board members thoroughly reviewed the applicant's record of service and all available documentation . The Board deemed that the applicant's reason for separation and reenlistment code are appropriate and should not be changed. The Board does not have any purview into other discharges associated with similar or related cases to support the applicant's claim of them being the highest ranking member tried nor receiving the harshest punishment. The applicant has not substantiated any error or inequity. Propriety: Discharge was proper. Equity: Discharge was equitable. Board Conclusion: recommend no relief. ADMINISTRATIVE CORRECTION: The Board does recommend an administrative correction to Block 24 of the DD-214 for character of service to be administratively corrected from Under Honorable Conditions to Under Honorable Conditions (General).
