IA W COMDTINST Ml000.4 l.B.l7.a Commander (CG PSC) may direct a discharge for misconduct and the type of discharge (under other than honorable, general, or honorable) as warranted by the particular circumstances of the given case. The SPD Handbook only prescribes an RE Code of RE-4 for JKA. The PDR lacked any case specific documentation with the exception of ( 1) 3307 citing a cleanliness issue with their berthing room. However, the (2) EERs mention a direct order safety violation and also an NJP which they stated that they will begin to give about 80% of effort at their position. A Separation Authorization was also found in Direct Access. the applicant is requesting relief in the form of Block 27 to be changed from RE-4 to RE-1 in order to reenlist in the service. RECOMMENDATION: The Board members thoroughly reviewed the applicant's record of service and all available documentation . The Board deemed that the applicant's reason for separation and reenlistment code are appropriate and should not be changed. There was not any evidence provided to dispute that the Coast Guard had not executed a proper discharge. The applicant has not substantiated any error or inequity. Propriety: Discharge was proper. Equity: Discharge was equitable.
