After a brief introduction, the Board President confirmed with the Applicant that they are requesting to upgrade their Re-enlistment code on the DD Form 214 (block 27) from REĀ­4 to RE-1. The applicant choose to give an unsworn statement. The applicant began their statement and related to the Board they strongly believes they can still serve the military. The applicant spoke on their struggles with alcohol abuse and took responsibility for their actions. The applicant reasoned that the fast pace of the NY area contributed to their poor decisions. The applicant described their 28 day in-patent program and how this helped them to change their life. The applicant tried to enlist in the Kentucky National Guard but was denied due to the RE-4 code. The Applicant closed out their statement and told the board they has been abstinent from alcohol since his separation. The board had several questions for the Applicant. Question 1: How much time was between your alcohol incidents? Answer: Approximately 6 years Question 2: How long were you at the NY unit before your Alcohol incident? Answer: about 18 months Question 3: Did you have a conversation with the JAG about the RE-code. Answer: Yes with the VA lawyer they told the applicant to request change through the BCMR. There were no more questions from the board and this portion of the Board ended and the Applicant's phone line was disconnected. The Board discussed the application and documentation provide by the former member and the Coast Guard policy and its relation to this case. The board discussed the former member's verbalization and their past issues and resolving them in a mature manner. RECOMMENDATION: The Board deemed that the applicant's character of service, reason for separation and reenlistment code are appropriate and should not be changed. The Board determined that the applicant has not substantiated an impropriety or inequity. Propriety: Discharge was proper. Equity: Discharge was equitable. Board Conclusion: recommend no relief. 2 In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substantial credible evidence (to include evidence submitted by the Applicant) to rebut the presumption.
