The Board thoroughly reviewed all of the documentation including the applicant's statement. Due to the member's discharge date not being long ago a PDR was unavailable in Direct Access. There is a Separation Authorization in DA that aligns with the DD-214 which followed the prescribed procedures for discharges of this type. The separation authority listed on the DD-214 is COMDTINST Ml000.4, l.B.17 (Misconduct). The SPD handbook prescribes an RE Code of RE-4 for an SPD Code of JKQ. PROPRIETY: The Board finds no issues with propriety in this case. The applicant was properly discharged under policy in effect at the time of discharge. EQUITY: The Board finds no issues with equity in this case. The applicant was properly processed under the policy that was in effect at the time of the discharge. RECOMMENDATION: The Board members thoroughly reviewed the applicant's record of service and all available documentation. The Board deemed that the applicant's character of service, reason for separation and reenlistment code are appropriate based on the available evidence and should not be changed. The applicant has not substantiated any error or inequity. Propriety: Discharge was proper. Equity: Discharge was equitable.
