There was a Separation Authorization and DD-214 available for review. The Board discussed the application and documentation provided by the former member pertaining to the payback of separation pay (i.e. paid in full letter from the VA). The documentation provided was inconclusive at determining if the debt was paid in full. Prior to the case being heard the DRB contacted the applicant and afforded them another opportunity to provide payment information an additional time. The applicant claims they had a phone conversation with OPM and was told of the ability to change his DD-214 once the separation pay was paid back, however no policy was cited nor could be located. RECOMMENDATION: The Board deemed that the applicant's character of service, reason for separation and reenlistment code are appropriate and should not be changed. The applicant has not substantiated any error or inequity. Propriety: Discharge was proper. Equity: Discharge was equitable.
