Discharge Review Board Discussion and Decision: 
The applicant was discharged in in July of 20l6 for Misconduct (Underage Drinking) after serving a total of 0l Year, 02 Months and 24 Days on Active Duty. The Board thoroughly reviewed all of the documentation including the applicant's statement that was provided as well as any paperwork that was in the PDR. There is a Separation Authorization in DA, but not a DD-214. The Separation Authorization lists COMDTINST Ml 000.4A, Art. l .B.17. The SPD handbook prescribes an RE Code of RE-4 for an SPD Code of JKQ. The PDR contains (2) 3307s documenting both of the alcohol incidents (DUI and Underage Drinking). 
PROPRIETY: The Board finds no issues with propriety in this case. The applicant was properly discharged under policy in effect at the time of discharge. 
EQUITY: The Board finds no issues with equity in this case. The applicant was properly processed under the policy that was in effect at the time of the discharge. 
RECOMMENDATION: The Board members thoroughly reviewed the applicant's record of service and all available documentation. The Board deemed that the applicant's character of service, reason for separation and reenlistment code are appropriate based on the available evidence and should not be changed. The applicant has not substantiated any error or inequity. 
Propriety: Discharge was proper. Equity: Discharge was equitable. Board Conclusion: recommend no relief. 
ADMlNISTRA TIVE CORRECTION: The Board does recommend an administrative correction to Block 24 of the DD-214 for character of service to be administratively corrected from Under Honorable Conditions to Under Honorable Conditions (General). IA W ALCOAST 562/08 the DD Form 214 is issued in accordance with the guidance and instructions contained in this instruction and DoDI 1336.01 and General is not a valid character of service
