The applicant had an inappropriate romantic relationship with a non-rate in late 2012 and was taken to Non­ Judicial Punishment (NJP). That same year, the applicant was placed on report for being suspected of having an inappropriate relationship with an officer. The applicant was subsequently taken to NJP . Just 18 months after, it was discovered that the applicant had another Petty Officer in their hotel room during a port call. The applicant later admitted to Coast Guard Investigative Service (CGIS) of having prior sexual relations with that Petty Officer. Consequently, the applicant was taken to NJP for engaging in a prohibited relationship with that Petty Officer. All inappropriate relations were with personnel on the same assigned cutter and in violation of the cutter's unacceptable romantic relationships. The Board recommends amending the Narrative Reason for Separation to Pattern of Misconduct (JKA SPD code) to be better aligned with the actions leading to the discharge. Additionally, the Board noticed that the applicant was issued a General Discharge in Block 24 of the DD-214 for character of service. This error was due to the Direct Access 9.1 upgrade effective Jan 2015. The Boards recommends that this be administratively corrected to Under Honorable Conditions. The applicant was notified of the intent to discharge, and the applicant was advised of the right to an attorney. The applicant made a statement on their behalf while objecting to the discharge.
