The applicant attempted to waive the Administrative Separation Board (ASB) in order to receive an Honorable Discharge. The chain of command denied this option and informed the applicant that the Board would be the only option for the character of service to be considered as Honorable. Just months after the request was denied, the applicant unconditionally waived the ASB to receive an Under Honorable Conditions character of service vice an Other Than Honorable Discharge that could be awarded with the ASB proceedings. The Board finds no issues with propriety or equity in this case. The applicant was notified of the intent to discharge was carefully advised of their rights by Legal counsel. The applicant did make a statement, but no evidence mitigated the reasons for the Discharge. The Board finds that the applicant received the most favorable Discharge possible. The Board recommends for the General Discharge to stand as issued. The Board also recommends that an administrative correction is made to the character of service listed in Block 24 of the applicant's DD-214. Per previous policy issued in ALCOAST 562/08, a General discharge is no longer considered an official character of service. Therefore, the board recommends amending Block 24 to an Under Honorable Conditions character of service. The cause for the error was due to the Direct Access upgrade to the 9.1 version at the start of calendar year 2015 in which the programmers listed General vice Under Honorable Conditions as an option for Block 24. The list of entries for Block 24 has since been reprogrammed by COMDT (CG-631). Propriety: Discharge was proper. Equity: Discharge was equitable. Final Adjudication by Assistant Commandant for Human Resources: Concur with Board. Applicant's Character of Service has recently been amended via admin correction to Under Honorable Conditions based on ALCOAST 562/08. Aside from this completed change, no relief.
