Pursuant to the provisions ofreference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (I) with this Board requesting, in effect, that the applicable naval record be corrected to establish entitlement to the Foreign Language Proficiency Bonus (FLPB). 2. The Board, consisting of [NAMES REDACTED], reviewed Petitioner's allegations of error and injustice on 23 June 2017 and, pursuant to its regulations, detem1ined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted ofthe enclosures, naval records, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Petitioner was ordered to activation-Pre Planned Mission ISO Combatant Corrunands on 17 September 2014, for a period of I October 2014 to 30 September 2015 (365 days). c. Petitioner took the Defense Language Proficiency Test (DLPT) for Spanish, and scored l/l+ on 11 September 2015. d. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner's application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration ofall the evidence of record, and especially in light of the contents ofenclosure (2), the Board finds the existence of an injustice warranting the following coITective action. RECOMMENDATION That Petitioner's naval record be corrected, where appropriate, to show that: Petitioner's FLPB payment schedule I, category A, was authorized for a score of 1/I+ with a monthly payment of $100.00 a month, for the period of 11 September 2015 to 30 September 2015. A copy of this Report of Proceedings will be filed in Petitioner's naval record. 4. It is certified that a quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record ofthe Board's proceedings in the above entitled matter. 5.
