Pursuant to the provisions ofreference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to establish entitlement to the Loan Repayment Program (LRP). 2. The Board, consisting of reviewed Petitioner's allegations oferror and injustice on 21 July 2017 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, naval records, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department ofthe Navy. b. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner's application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration ofall the evidence of record, and especially in light ofthe contents ofenclosure (2), the Board finds the existence of an injustice warranting the following corrective action. After Petitioner was dropped from the Advanced technical Field Special Warfare Operator (ATF/SO 6YO) Challenge Program, he was then reclassified under the Information Technology Steering Group and he was also eligible for the Loan Repayment Program. RECOMMENDATION That Petitioner's naval record be corrected, where appropriate, to show that: The Petitioner executed an Enlistment Guarantees; Annex C to the DD Form 4 dated 20 May 2014 with Option (1) Information Technology Steering Group Program, and Option (2) Loan Repayment Program (LRP) (up to $65,000). This change allows Petitioner to apply for benefits under LRP. However, final determination of eligibility cannot be made until Petitioner submits the required LRP documentation. A copy of this letter, the corrected Annex (NAVCRUIT 1133/52), and initial LRP application information should be provided to the LRP desk.
