Pursuant to the provisions ofreference (a), Petitioner, , filed enclosure (I) with this Board requesting removal of two Administrative Remarks Page 11 entries dated and from his Official Military Pers onnel File (OMPF). 2. The Board, consisting of reviewed Petitioner's allegations oferror and injustice on 16 November 2017 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence ofrecord. Documentary material considered by the Board consisted ofthe epclosures, relevant portions ofPetitioner's naval records and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts ofrecord pertaining to Petitioner's allegations of error and injustice finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department ofthe Navy. b. Petitioner's OMPF contains a 6105 Page 11 counseling entry dated Petitioner was eligible but not recommended for promotion to stating for the promotion period due to recent counseling statements. The entry is not signed but instead is marked "SNM unavailable for signature." Petitioner does not know where this Page 11 originated because Petitioner did not receive a non-recommendation during that timeframe. c. Petitioner's OMPF contains a Page 11 entry dated was eligible but not recommended for promotion to stating Petitioner for the promotion period. The Page 11 also lists an EDIPI that does not belong to Petitioner. Additionally, the Page 11 entry is not signed but instead is marked "SNM not available for signature." d. Reference (b) requires the Marine receiving the Page 11 to acknowledge the entry by signing the entry. CONCLUSION Upon review and consideration of all the evidence ofrecord, the Board concludes that Petitioner's request warrants favorable action. The Board concluded it is error for the two Page 11 counseling entries, which were not acknowledged by Petitioner and which do not appear to pertain to Petitioner, to remain in Petitioner's OMPF. In view of the foregoing, the Board finds the existence of error warranting the following corrective action. RECOMMENDATION Petitioner's naval record be corrected by removing the Administrative Remarks Page 11 entries dated and 6105 from Petitioner's OMPF. 4. It is certified that a quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record ofthe Board's proceedings in the above entitled matter. 5. Pursuant to the delegation ofauthority set out in Section 6(e) ofthe revised Procedures ofthe· Board for Correction ofNaval Records (32 Code ofFederal Regulation, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority ofreference (a), has been approved by the Board on behalf ofthe Secretary ofthe Navy.
