Pursuant to the provisions ofreference (a), Petitioner, an enlisted member of the Marine Corps, filed enclosure(!) with this Board requesting that his naval record be corrected by modifying the attributes marks for the FITREP forthe period 1 January 2016 to 14 November 2016. 2. The Board, consisting of reviewed Petitioner's allegations oferror and injustice on 8 November 2017, and pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence ofrecord. Documentary material considered by the Board consisted ofthe enclosures, relevant portions ofthe Petitioner's naval records, and applicable statutes, regulations and policies. In addition, the Board considered the advisory opinion (AO) provided by Headquarters Marine Corps (MMRP-13/PERB) Memorandum dated 24 August 2017. Enclosures(!) through (4) apply. 3. The Board, having reviewed all the facts ofrecord pertaining to Petitioner's allegations of error and injustice finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department ofthe Navy. b. The record reflects that the Petitioner was issued a Transfer (TR) FITREP for the reporting period 1January 2016 to 14 November 2016. See enclosure (2). c. The Petitioner contends that the Reporting Senior (RS) inadvertently assigned marks one letter higher than intended in each category. d. The RS states the FITREP covering the period 1January2016 to 14 November 2016 included inflated markings in Sections D, E, F and which exaggerated his competence and negatively skewed other FITREPS. The RS further states he inadvertently assigned each mark one level higher than intended. See enclosure (3). e. Enclosure ( 4) states in part, that the Petitioner failed to meet the burden ofproof necessary to establish an inaccuracy or injustice warranting the modification ofthe FITREP and opined that the contested FITREP should remain a part ofthe Petitioner's Official Military Personnel File (OMPF). CONCLUSION: Upon review and consideration ofall the evidence ofrecord, and in light of enclosure (3), that the Petitioner's requests warrants relief. The Board considered the AO and agreed with the comments and recommendations contained in the AO. However, as per the Petitioner's request and the RS's explanation as explained in enclosure (3), the Board concluded that the Petitioner's FITREP covering the period 1January2016 to 14 November 2016 should be modified. In view of the above the Board directs the following corrective action.
