Pursuant to the provisions ofreference (a), Petitioner, an enlisted Marine, filed enclosure(!) with this Board requesting that his record be corrected by removing an undated Administrative Remarks (Page 11) entry from his Official Military Personnel File (OMPF). 2. The Board, consisting of reviewed Petitioner's allegations oferror and injustice on 15 February 2018 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence ofrecord. Documentary material considered by the Board consisted ofthe enclosures, relevant portions of Petitioner's naval records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts ofrecord pertaining to Petitioner's allegations of error and injustice finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department ofthe Navy. b. Petitioner contended he was not notified of the Page 11 nor did he or the Commanding Officer sign the Page 11 prior to it being uploaded in his OMPF. c. Petitioner's record contains an undated and unsigned Page 11 entry, enclosure (2), stating he is eligible but not recommended for promotion to the riink ofSergeant for the fourth quarter of2016 (October, November, December) due to being Professional Military Education incomplete. d. Per reference (b ), a Page 11 entry is required when an individual is eligible; but not recommended for promotion, and the individual will acknowledge (sign) the entry. Upon review and consideration of all the evidence of record, the Board finds the existence ofan error warranting corrective action. The Board determined the undated and unsigned Page 11 entry is invalid and shall be removed from Petitioner's OMPF. RECOMMENDATION In view of the foregoing, the Board finds the existence ofan error warranting the folloWing corrective action. Petitioner's naval record be corrected by removing the undated and unsigned Page 11 entry at enclosure (2). 4. It is certified that a quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record ofthe Board's proceedings in the above entitled matter. 5. Pursuant to the delegation ofauthority set out in Section 6(e) ofthe revised Procedures ofthe Board for Correction ofNaval Records (32 Code ofFederal Regulation, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority ofreference (a), has been approved by the Board on behalf ofthe Secretary ofthe Navy.
