Pursuant to the provisions ofreference (a) Subject, hereinafter referred to as Petitioner, filed enclosure ( 1) with this Board requesting, in effect, that the applicable naval record be corrected to modify the issuance date of USMC Web Orders. 2. The Board, consisting of , reviewed Petitioner's allegations oferror and injustice on 29 June 2018 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence ofrecord. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner's naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Petitioner indicates he was medically evacuated during an overseas deployment. Per reference (b), Petitioner was assigned to Wounded Warrior Battalion (West) on Temporary Additional Duty effective 14 August 20 17. c. Petitioner initiated shipment of his Household Goods (HHG) on 15 October 2017. d. On 15 November 2017, Petitioner received orders to depart on or about 20 November 2017. e. On or about 1 February 2018, Petitioner submitted his claim for reimbursement; however, the claim was not accepted by Distribution Management Office (DMO) in because the move occurred prior to the effective date of orders. f. Petitioner was transferred to the Temporary Disability Retirement List (TDRL) on 30 May 20l8. CONCLUSION Upon review and consideration of all the evidence ofrecord, the Board concludes that Petitioner's request warrants favorable action. Petitioner conducted a PPM in anticipation of receiving permanent change of station orders. Although the proper administrative requirements were not completed by the Petitioner, the Board felt that under these circumstances, a measure of relief is warranted. RECOMMEDATION That Petitioner's naval record be corrected, where appropriate, to show that: Petitioner's USMC Web Orders were issued on "13 October 2017" vice" 15 November 2017". Note: The Petitioner must submit his personally procured move (PPM) claim and a copy ofthis Board for Correction ofNaval Records (BCNR) decision letter to the Logistics Distribution Policy Branch (LPD-2) for adjudication. Furthermore, settlement of claim is chargeable to the line ofaccounting on the Petitioner's USMC Web Orders (customer identification code ) dated l5 November 2017. A copy of this Report of Proceedings will be filed in Petitioner's naval record. 4. It is certified that quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record of the Board's proceedings in the above entitled matter.
