Pursuant to the provisions of reference (a), Petitioner, a former enlisted member in the Naval Reserve, filed enclosure (1) with this Board requesting her Administrative Remarks NAVPERS 1070/613 page be changed to NAVPERS 1070/615 to reflect an honorable characterization of service. 2. The Board, consisting of , reviewed Petitioner's allegations of error and injustice on 28 February 2019 and, pursuant to its regulations, determined the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of his naval records, and applicable statutes, regulations, policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Although enclosure (1) was not filed in a timely manner, it is in the interest of justice to review the application on its merits. c. Petitioner enlisted in the Naval Reserve on 23 April 1994. Petitioner’s record does not contain any record of misconduct or negative counseling. Petitioner’s overall trait average was 3.23. d. During Petitioner’s military service, an honorable characterization of service was warranted when the overall trait average was 2.5 or higher. CONCLUSION: Upon review and consideration of all the evidence of record, the Board concludes Petitioner's request warrants favorable action in the form of relief. The Board determines Petitioner’s overall trait average of 3.23 warrants an honorable characterization of service. In view of the foregoing, the Board finds the existence of error and injustice warranting the following corrective action. RECOMMENDATION: Petitioner be issued an Administrative Remarks NAVPERS 1070/615 entry to reflect an honorable discharge at her expiration of obligated service on 22 April 2002. That no further changes be made to Petitioner’s record. A copy of this report of proceedings be filed in Petitioner’s naval record. Upon request, the Department of Veterans Affairs be informed that Petitioner’s application was received by the Board on 26 February 2018. 4. It is certified that a quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record of the Board's proceedings in the above entitled matter. 5.
