Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner’s request for actual cost reimbursement of $3,732.27 for his unaccompanied baggage was approved. 2. The Board, consisting of reviewed Petitioner’s allegations of error and injustice on May 3, 2019 and pursuant to its regulations, determined that the corrective action indicated below be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 23 September 2016, Petitioner was issued official change duty orders (BUPERS order: ). c. On 19 October 2016, Petitioner was issued official modification (1) to change duty orders d. On 27 December 2016, Petitioner e. On 28 December 2016, Petitioner was issued official modification (2) to change duty orders. f. On 30 and 31 December 2016, Petitioner shipped his Unaccompanied Baggage (UB) via g. On 15 January 2017, Petitioner arrived to h. On 31 March 2017, Petitioner submitted a Personally-Procured Move (PPM) checklist and expense certification for unaccompanied baggage sent express commercial mail for $3,732.27. i. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. Petitioner pursued every avenue possible to ship his UB to his ultimate duty station within the short timeframe allotted. Petitioner’s UB shipment was expedited via DHL for guaranteed delivery costing him $3,732.27. According to the advice given, he shipped his Petitioner submitted a personally procured move claim to the Navy Household Goods (HHG)-Audit Team (AT) after the fact. He was compensated for government constructed cost of $332.76 for the 236 lbs. Yet, Petitioner was entitled to actual cost reimbursement for his PPM per the Joint Travel Regulations. RECOMMENDATION In view of the above, the Board directs the following corrective action. Petitioner's official change duty orders (BUPERS order: ) authorized actual cost reimbursement for shipment of unaccompanied baggage of $3,732.27. Note: Petitioner will provide a copy of this letter to the Navy Household Goods Audit Team for settlement of his unaccompanied baggage from Reimbursement is authorized and will be charged against BUPERS order . 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulation, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy.
