Pursuant to the provisions ofreference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to compare one Navy Wide Advancement Examination (NW AE) against another. 2. The Board, consisting of , reviewed Petitioner's allegations oferror and injustice on 17 July 2018 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence ofrecord. Documentary material considered by the Board consisted ofthe enclosures, relevant portions of the Petitioner's naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts ofrecord pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department ofthe Navy. b. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner's application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration ofall the evidence ofrecord, and especially in light of the contents ofenclosure (2), the Board agreed that Petitioner was unable to take the February 2017 Cycle 100 NWAE due to no fault of her own. The Board finds the existence ofan injustice warranting the following corrective action. RECOMMENDATION That Petitioner's naval record be corrected, where appropriate, to show that: Petitioner's Examination Profile Information and Exam Status sheet from the February 2017 Cycle 100 Navy Wide Advancement Exam (NW AE) is modified to read FMS (Final Multiple Score) is "168.05" vice "00.00". Note: The Minimum Multiple Required was 161.23. Petitioner's date ofadvancement to HM 1/E6 is effective "16 August 201 7" vice "16 March 2018" with a Time in Rate (TIR) date of"l July 2017" vice "1 January2018". Note: Defense Finance & Accounting Service (DFAS) will complete an audit of Petitioner's records to determine if Petitioner is due any back pay and allowances. A copy ofthis Report of Proceedings will be filed in Petitioner's naval record. 4. It is certified that quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record ofthe B~u;:eabove entitled matter. Recorder 5.
