Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Cycle 224 pass not advanced (PNA) was updated. 2. The Board, consisting reviewed Petitioner’s allegations of error and injustice on 25 June 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of the Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. d. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. Due to an administrative oversight, Petitioner’s transfer evaluation from 16 March 2011 to 30 December 2011 was not calculated in his performance mark average (PMA). Therefore, affecting Cycles 215, 216, 219, 220, and 223. Petitioner’s PNA should have been 7.0 vice 5.0 for Cycle 224, which he would have been advanced in June 2015. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner's Examination Profile Information of September 2014 (Cycle 224) Navy Wide Advancement Exam (NWAE) is modified to read: Cycle 215 PNA is 1.0, Cycle 216 PNA is 1.0, Cycle 219 PNA is 2.0, Cycle 220 PNA is 1.0, and Cycle 223 PNA is 2.0, for a total of “7.0” vice “5.0,” resulting in a final multiple score (FMS) of “167.87” vice “165.87” which exceeded the minimum FMS of 167.26. Note: this change is based on Petitioner’s transfer evaluation from 16 March 2011 to 30 December 2011 not being calculated in his PMA. Adjust the above Cycles accordingly. Petitioner was advanced to E-6 effective 16 June 2015. Note: Defense Finance & Accounting Service (DFAS) will complete an audit of Petitioner’s records to determine if Petitioner is due any back pay and allowances. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4.
