Pursuant to the provisions of the reference, Petitioner, a former enlisted member of the Navy, filed the enclosure with this Board requesting a change of his narrative reason for separation (Burden to command due to substandard performance or inability to adapt to military service.) 2. The Board, consisting of , , and , reviewed Petitioner's on the available evidence of record, the partial corrective action indicated below should be taken. Documentary material considered by the Board consisted of the enclosure, naval records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice found as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Although the enclosure was not filed in a timely manner, it is in the interest of justice to waive the statute of limitations and review the application on its merits. c. Petitioner enlisted in the Navy and began a period of active duty on 26 June 1981. After serving for four months, the Academic Review Board recommended that the Petitioner be eliminated from Seaman Apprenticeship training due to his negative attitude. d. Subsequently, Petitioner was notified of pending administrative separation by convenience of the government due to failure to attain required job skill proficiency. The discharge authority approved this recommendation and directed an honorable separation by reason of convenience of the government due to failure to attain required job skill proficiency. On 13 November 1981, he was discharged. Petitioner’s Certificate of Release or Discharge from Active Duty (DD Form 214), however, contained a narrative reason of “burden to command due to substandard performance or inability to adapt to military service.” CONCLUSION: Upon review and consideration of all the evidence of record, the Board concluded that the record should be changed to reflect a less stigmatizing reason for separation and that Petitioner’s request warrants partial relief in the form of changing Petitioner’s narrative reason for separation to “secretarial authority,” and an SPD code of “JFF.” In view of the foregoing, the Board finds the existence of an error and injustice warranting the following corrective action. RECOMMENDATION: That Petitioner’s naval record be corrected to show that on 13 November 1981, Petitioner’s narrative reason for separation was “secretarial authority,” an SPD code of “JFF,” and a separation authority of “MILPERSMAN 1910-164.” The Board directs that the Petitioner be issued a new Certificate of Release or Discharge from Active Duty (DD form 214) stating the same. That a copy of this report of proceedings be filed in Petitioner’s naval record. That, upon request, the Department of Veterans Affairs be informed that Petitioner's application was received by the Board on 27 December 2017. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
