Pursuant to the provisions ofreference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to change the effective date ofPetitioner's official separation orders. 2. The Board, consisting of reviewed Petitioner's allegations of error and injustice on 26 March 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted ofthe enclosures, relevant portions of the Petitioner's naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts ofrecord pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 19 November 2015, Petitioner submitted a request for resignation. c. On 10 January 2016, Petitioner started a Personally Procured Move (PPM). d. In March 2016, Petitioner started deployment. e. On 23 September 2016, Petitioner was issued official separation orders (BUPERS Order 2686). f. In November 2016, Petitioner returned from deployment. g. On 31 March 2017, Petitioner was discharged. CONCLUSION Upon review and consideration of all the evidence of record, the Board agreed that Petitioner's Commanding Officer authorized him to move his family before the upcoming deployment. The Board agrees that the proper procedures were not followed to get the proper approval from Navy Personnel Command (NPC); however, if Petitioner had followed proper procedures, he would have been entitled to a government-funded move in accordance with reference (b). The Board finds the existence ofan injustice warranting the following corrective action. RECOMMENDATION That Petitioner's naval record be corrected, where appropriate, to show that: Petitioner's official separation orders (BUPERS Order 2686) were issued on "10 January 2016" vice "23 September 2016". Note: Petitioner is advised to resubmit his PPM travel claim and all supporting documentation along with a copy ofthis Board of Correction ofNaval Records (BCNR) decision letter to the Household Good Audit Team (HHG-AT) for re-adjudication. Pursuant to the delegation ofauthority set out in Section 6( e) of the revised Procedures ofthe Board for Correction of Naval Records (32 Code ofFederal Regulations, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority ofreference (a), has been approved by the Board on behalf ofthe Secretary ofthe Navy.
