Pursuant to the provisions of reference ( a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to reflect that the submitted September 2017 (Cycle 236) exam standard score be applied to the March 2017 (Cycle 235) Navy wide Advancement Examination (NW AE). 2. The Board, consisting of reviewed Petitioner's allegations of error and injustice on March 22, 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner's naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner's application has commented to the effect that the request does have merit and warrants a favorable action. c. On November 16, 2017, Petitioner's Final Multiple Score for September 2017 (Cycle 236) was 102.99. The minimum multiple required was 103.40, PNA-PTS 1.5/0.0 d. On March 8, 2017, Petitioner departs on 13 days' emergency leave and returns March 21, 2017. Petitioner does not participate in the regular March 2017 NW AE due to emergency leave. e. On August 27, 2018, Petitioner's commanding officer certifies Petitioner did not participate in march 2017 late NW AE due to late exam not being ordered by the command ESO, and nor was there a CTN2 exam available for her to split. CONCLUSION Upon review and consideration of all the evidence ofrecord, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that the Petitioner was not provided an opportunity to take the March 2017 (Cycle 235). Furthermore, the Board unanimously concurred the Petitioner is authorized to apply her September 2017 (Cycle 236) Final Multiple Score of94.86 against the March 2017 (Cycle 235) NWAE. RECOMMENDATION That Petitioner's naval record be corrected, where appropriate, to show that: The Petitioner's Examination Profile Information and Exam Status sheet from the September 2017 (Cycle 236) NWAE is applied to the March 2017 (Cycle 235) NWAE. Petitioner's FMS Score was as follows: -Exam Standard Score: 61.86 -PMA: 32.00 (3.60) -Service in Pay Grade: 1 (0400) -Awards: 0.00 -Education Points: 0.00 -PNA: 0.00 -FMS: 94.86 -The minimum FMS required to advance to CTN2 from March 2017 (Cycle 235) was 94.85. The Petitioner was advance to CTN2 ES effective December 16,2017 with a Time in Rate of July 1, 2017. Note: Defense Finance & Accounting Service (DFAS) will complete an audit of Petitioner's records to determine if Petitioner is due any back pay and allowances. A copy of this Report of Proceedings will be filed in Petitioner's naval record. 4. It is certified that quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record of the Board's proceedings in the above entitled matter. 5.
