Pursuant to the provisions of reference (a), Petitioner, a commissioned officer in the Navy, filed enclosure (1) with this Board, requesting that her Physical Readiness Information Management System (PRIMS) record be corrected. 2. The Board, consisting of , , and , reviewed Petitioner's allegations of error and injustice on 21 November 2018 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner's naval records, and applicable statutes, regulations, and policies. The Board also considered the advisory opinion (AO) provided by the Chief of Naval Operations (OPNAV Nl 70). 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Petitioner contends that her Physical Readiness Test (PRT) scores were not correctly entered into PRIMS by the Command Fitness Leader (CFL) and that the CFL failed to correct the error. Petitioner specifically requests that her scores reflect 52 curl-ups and 25 push-ups, and that her overall Physical Fitness Assessment in the PRIMS be changed from "fail" to "pass" for Cycle 1-2016 PFA. c. Enclosure (2), an advocacy letter from Petitioner's officer-in-charge (OIC) supports Petitioner's contentions. Petitioner's OIC recommends that her results in PRIMS be corrected for Cycle 1-2016 PFA. d. In correspondence attached as enclosure (3), the office having cognizance over Petitioner's request to correct her PRIMS record concluded that Petitioner's record should not be changed because her record shows that her Body Composition Assessment (BCA) was conducted after the PRT, although policy requires a BCA be conducted before a PRT. CONCLUSION Upon review and consideration of all the evidence of record and in light of enclosure (2), the Board concluded that Petitioner's request warrants relief. Although the AO at enclosure (3) opined that a BCA should have been conducted before Petitioners PRT the Board determined that enclosure (2) was ufficient to conclude that her PRT scores are valid despite the fact that no BCA was conducted for the Cycle 1-2016 PRT. RECOMMENDATION In view of the foregoing, the Board recommends the following corrective action. Petitioner's PRIMS Cycle 1-2016 PFA record be corrected to reflect 52 curl-ups and 25 push­ups and her overall PFA reflect "PASS" rather than "FAIL." 4. Pursuant to Section 6(c) of the revised Procedures of the Board for Correction of Naval pRecords (32 Code of Federal Regulations Section 723.6(c)) it is certified that a quorum was present at the Board's review and deliberations and that the foregoing is a true and complete record of the Board s proceedings in the above-entitled matter. 5.
