Pursuant to the provisions of the reference, Petitioner, a non-commissioned officer of the Navy, filed enclosure (1) with this Board, requesting that his Physical Readiness Information Management System (PRIMS) record for Physical Readiness Test (PRT) cycle 1-2017 be corrected to reflect “waived.” 2. The Board, consisting of, reviewed Petitioner's allegations of error and injustice on 14 May 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulation within the Department of the Navy. b. In his application, Petitioner contends that his PRT score should reflect “waived” instead of “incomplete.” Petitioner asserts that he was informed that a waiver would be provide due to the timing of his check-in. Petitioner states that he affiliated with the Navy Reserves immediately after his separation from active-duty service in April 2017. He then attended indoctrination during May 2017 and reported to the during June 2017, which coincided with the cycle 1-2017 PRT season. c. On 10 June 2017, during the drill weekend, Petitioner completed the Body Composition Assessment (BCA) documented in enclosure (2). d. During July 2017, Petitioner was transferred to , ending his administrative relationship with . e. As evidence, Petitioner submitted enclosure (3), email correspondence from his Command Fitness Leader (CFL) stating “yes you are waived for sure . . . I didn’t know you were with our unit until yesterday.” CONCLUSION: Upon review and consideration of all the evidence of record, the Board finds the existence of an injustice warranting corrective action. The Board noted the timeline of Petitioner’s separation from active duty, affiliation with the Navy Reserves, and subsequent check-in with the . The Board determined that Petitioner did not have an opportunity to complete the PRT portion of the PFA. The Board found that Petitioner provided sufficient evidence in support of his application. Therefore, the Board concluded that Petitioner’s PRIMS record for cycle 1­2017 shall be corrected to reflect “waived” instead of “incomplete.” RECOMMENDATION: In view of the above, the Board directs the following corrective action: Petitioner’s record be corrected by modifying his PRIMS cycle 1-2017 PRT to reflect “waived”. Any material or entries inconsistent with or relating to the Board’s recommendation be corrected, removed, or completely expunged from Petitioner’s record, and that no such entries or material be added to the record in the future. This includes, but is not limited to, all information systems/database entries that reference or discuss the material being expunged. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
